English Local Authorities Intend to Dispose of Community Hubs and Leisure Facilities to Balance Books

According to a recent survey of local authorities, UK councils are planning to sell social clubs, athletic facilities, and retail spaces as they rely on a fire sale of assets to stabilize finances.

Growing Financial Challenges Drive Asset Sales

The Key Cities Group representing major urban areas in England reported that 60% of councils are planning to sell assets to cover the escalating costs of adult and children’s social care.

Local governments have previously faced criticism for disposing of public land and land to support their finances, but they contend they must proceed to raise vital cash from property disposals or face insolvency.

This coalition said that a high proportion of councils attempting to generate funds from a quick sale of assets represented “a clear change from 2024, when the largest share (six in ten) of municipal officials said they would prioritise service redesigns and utilising savings to weather increasing fiscal pressures.”

Detailed Cases of Planned Disposals

One local authority in Kent announced its property management strategy included the disposal of a retail complex in Rainham and a community venue in Rochester to generate 20 million pounds over five years.

  • A local golf course and business parks owned in two English counties, which all generate rent for the authority, will additionally be sold under the plan.

Council Tax Increases and Wider Financial Strains

This research of local authorities in the coalition, which covers Sunderland, Southampton, Gloucester and Salford, further found that over seven in ten of authorities will need to increase local levies next spring to address the rising cost of core provisions, higher levels of housing insecurity, and a longstanding housing shortage.

Medway council said it will press ahead with asset sales after sharp increases in the cost of youth support, special educational needs and disability (Send) provision, adult social care, and short-term housing.

“We are taking innovative approaches but some of these take time to achieve both better provisions and cost efficiency,” said Vince Maple.

He continued: “We face population challenges which will persist to increase the strains we have. As a local government body, we had a 91% cut in our revenue support grant from over the past decade, which is extremely difficult.”

Countrywide Trends and Forecasts

Research of county councils recently also found local finances being stretched by the growing number of young people and older individuals requiring Send support.

A network of councils projected that council deficits will hit 4.4 billion pounds a year by the end of the decade, as they struggle to cope with increased demand.

Government officials have delayed scheduled changes to the Send system until the coming year after a policy document outlining those changes has been postponed.

Disadvantage and Financial Gaps

Based on the most recent indices of deprivation (the Index of Multiple Deprivation) for UK local authorities, many participating urban areas were included in the most disadvantaged in the country.

  • “Participating urban centers like several major towns place in the most deprived 30 across the country under the 2025 IMD measures,” noted the report.

“Although only a single urban area is in the ten most deprived for deprived neighbourhoods nationally, cities are far more likely to be in the most deprived fifth of the nation. The figures underscores the extent of challenges facing municipal officials across key cities in the next twelve months,” the report concluded.

“Council officials have been explicit about the need for a fair and sustainable funding system that accounts for and addresses the real levels of deprivation and need,” stated a council leader.

“Without this, local authorities will persist to face impossible choices around which essential services to fund, and which to cut, to the disadvantage of their communities.”

One in five of local authorities have cut or compromised care services in the last year, the study found.
