The pace bowler has taken 309 Test scalps in 71 appearances with an stellar bowling average.
The Australian selection chief Bailey has stated that skipper Cummins will be a central figure in the forthcoming historic rivalry.
Speculation had been growing that the 32-year-old might be unavailable due to a ongoing back issue that was still troubling him.
Earlier indications from team management suggested no final decision had been made regarding his involvement, with the Test matches set to start on November 21 in Perth.
Bailey expressed that the captain is progressing and remained hopeful about the likelihood of taking part.
"We're aware that the window is narrowing and multiple considerations at play, not just his injury, but additional elements," Bailey remarked.
"It's positive. [We are] really confident that he'll participate in a significant role. With luck starting in Perth. If not, we'll adjust."
Injury History
The captain missed the ODI and T20 games against both Asian and Trans-Tasman rivals recently after medical tests showed a stress reaction in his back.
There is a track record of spinal problems, with recurrences in 2012-13, 2013-14 and 2015-16 forcing him out of multiple domestic campaigns in four years.
The bowler mentioned he would be bold in recovery efforts in his rehabilitation process to secure his spot for the series.
Bailey noted that there was no confirmation if he had started his bowling workouts as part of his comeback but admitted it was "pressing" for him to be fit for the opener.
Contingency Plans
If he's unavailable, veteran batsman Smith will take over the captaincy.
The talented all-rounder was recently pulled out from the ODI lineup for their limited-overs matches against India as a preventive step because of discomfort in his torso.
The selector characterized it as a "small issue and mentioned that Green will play in the Sheffield Shield, so will be "well-prepared to deliver overs."
"Considerable effort has gone into developing the strategy for him to participate for the initial game as an all-rounder," Bailey explained.
"Originally, he'd only feature in the initial matches anyway. His aggressive style the bat in limited-overs, should it hinder progress for a short period, we just made the decision to adopt a safer strategy."
